Establish a Substantial Completion date formally for audit purposes, and as required by the State Requirements for Educational Facilities and Florida Statutes.  Substantial Completion was achieved on July 22, 2013.  This phase of the project, as determined by the Project Manager and Project Engineer, Haddad Engineering, is substantially complete and in accordance with the project documents. Contractor:  R.B. Gay Construction Company, Inc.
